How can we structurally identify the bottlenecks in intermodal transport (barge / rail / truck combination) that cause capacity issues, and what are potential solutions to reduce these capacity restraints?

The why

Why is this challenge important?

​​A growing gap between vessel size (in terms of discharge moves) and the available hinterland capacity (barge / rail / truck) is identified. The hinterland is a land area over which a transport terminal, such as a port, sells its services and interacts with its users. With this space not matching up with the vessel size, the capacity is restrained.
