1. Description of the challenge

The Dutch healthcare and support systems are under pressure. The dual aging trend is accelerating. Staff shortages are becoming a structural problem. Affordability is under strain. The next generation of older adults will be more digitally savvy, more independent, and more demanding. If we keep doing what we’re doing now, the system will grind to a halt. 

Incluzio is working toward a society in which everyone participates and feels valued. We strengthen the resilience of residents and neighborhoods and organize appropriate support where needed. But we, too, face fundamental choices. The question is not whether things need to change. The question is: how—and where do we start?

Students gain insight into the practical aspects of the social sector, get a behind-the-scenes look at Incluzio, interact with professionals at the community center, and have the opportunity to redesign a social system challenge.

2. Expected outcome

A well-founded future scenario (2055), translated into 1–2 concrete concepts or interventions. Including: target audience, value proposition, general organizational structure, impact on costs and staffing, and the first implementation step (0–3 years).

About Incluzio

Incluzio operates in healthcare, services, and the social domain, three areas that are present in every neighbourhood or district, but are rarely approached in a truly integrated way.


By removing the financial and organisational barriers between healthcare, services, and the social domain, Incluzio makes both policy and implementation far more efficient and effective. This is essential, as the national government’s decentralisation policy is accompanied by substantial budget cuts. At the same time, the Participation Act requires municipalities to achieve concrete results in creating jobs and work experience opportunities.


With its results-driven approach, Incluzio performs strongly across all of these areas. The integration of tasks also creates important added value, enabling Incluzio to address collective issues as well. In doing so, it helps make every neighbourhood a better place.
