1. Description of the challenge

As a police force, we have digitalized many forms and continuously strive to make it easier for citizens to file digital reports or notifications. We achieve this by organizing clear themes on the website, utilizing a chatbot named Wouter, and maintaining the site politie.steffie.nl.

As the police, we aim to expedite the digital reporting process for citizens and make it more accessible, especially for those demographic groups who may not approach us as readily or who feel compelled to file physical reports due to low literacy, mild intellectual disabilities, or lack of digital skills. We do not want to miss crucial reports and, with this challenge, seek a solution to be digitally accessible for these specific demographic groups as well.

How can we enable (low-literacy and mildly intellectually disabled) citizens to file digital reports quickly and easily?
For this challenge, we ask you as students to contemplate how we can simplify and expedite the digital reporting process for citizens, with a focus on reporting or addressing crimes on the internet or with a digital aspect. Given the rapid technological developments, we anticipate a significant increase in new forms of cybercrime, with the mentioned demographic group being particularly vulnerable. Therefore, we seek your assistance in finding technology, visualization possibilities, and approaches to make the digital reporting process accessible, easy, and faster. Questions that can be addressed include: How do we digitally reach this demographic? How do we encourage them to file digital reports or notifications? How can we ensure that the demographic quickly finds the correct form/reporting process? How should we formulate and visualize questions? How do we prevent this revamped method of documentation from requiring additional resources in terms of data processing and searchability?
