1. Description of the challenge

In this challenge, we intend to create a framework, or scorecard, for SDG-13 Climate Action within the
built environment by (i) defining goals and KPIs for SDG-13 to measure sustainability within the built
environment (ii) and creating a measurable baseline of values for ‘what the built environment for the
project was’ and ‘how better/worse the built environment became after the project’ to measure the
regeneration factor of buildings. A potential direction for solving these challenges could be (a) using the
legal minimum requirements as the score = 0 and intended sustainability target as score = 10 and (b)
finding the right KPIs and measurement tools for measuring sustainability and regeneration.


The intended result of this challenge is to create an integrated analysis tool for measuring/assessing
sustainability and regeneration in buildings within the built environment. The results of this challenge will be used as the first step to build an integrated SDG scorecard which engineers, urban planners, and
researchers can utilize as a one-stop-shop for sustainability assessment in the built environment.
This challenge offers an opportunity for further exploration. Besides making sustainability measurable in
relation to SDG 13 in the built environment, a calculation method can be developed to assess different
SDG sustainability scores in relation to each other to arrive at a total score for all SDGs. The SDG Wedding Cake can offer a solution.


2. Expected outcome
  • Develop a visually appealing dashboard based on a set of indicators. The following indicators from SDG 13, which are currently relevant in the Dutch policy debate, are included:
    a) Climate-neutral
    b) Heat
    c) Water nuisance
    d) Drought
    e) Flooding
  • Substantiate and formulate criteria for buildings in built environment for the 5 levels (score
    = 10) of the SDG compass for specifically SDG-13, which determine the added value for the
    indicators listed above.
  • Substantiate and formulate how the baseline is determined for buildings for the 5 levels of
    the SDG compass, based on which goals can be described.
  • Apply the set of indicators to a reference case to examine the effectiveness of the developed
    tooling.
